Quarantine page showing — for older held messages

Score and why columns blank on quarantine items older than ~30 minutes. Newer items show correctly. Scanner.log only has 4MB read budget so old entries fall out.

Bumped read budget to 50MB and added rotated log scan (scanner.log-* + .gz). Quarantine page now reads ~1 week of history.
