Card stats don't match feed for non-admin users

When Bill logs in as self-only (is_customer_admin=FALSE), dashboard cards show 188 messages but feed only shows 3. Stats are scoped to customer domains but feed is scoped to user email.

Stats and held-queue now respect is_customer_admin flag. Non-admins see their own email scope across cards, queue, and feed. Domains card also hidden for non-admins.
