DNSBL hit_count column never populated

DNSBL settings page shows all zeros and "never" for last hit, even for spamhaus_zen which has been rejecting plenty.

Rejection-tail wasn't bumping the dnsbl_providers counters. Patched to UPDATE on DNSBL matches. Also wrote a backfill SQL to compute historical hits from smtp_rejections (recovered 14 hits across zen + cbl).
