Daily digest emails for quarantine review

Customers shouldn't need to log in daily. Send a 7am email summary of overnight quarantines with one-click release/spam/ham links. Need to handle signed tokens so the links work without authentication.

Shipped. Three frequencies: daily/weekly/monthly. Signed tokens valid 7 days. Per-message release/mark-as-spam/mark-as-ham URLs. Cron at 0700 UTC.
