gibberish_local flagging every VERP envelope

Quarantine is full of Shopify bounces, Mailchimp newsletters, Currensea transactional emails. The gibberish_local heuristic fires on length>=30 which catches every VERP-encoded envelope.

Rewrote the heuristic to recognise VERP shape structurally — prefixes like bounce-, b3., msprvs=, prvs=, plus the +/= separators. Now bulk-mailer envelopes are exempted regardless of length. Dropped the 0.85 hard floor too.
